Well i am not on steam beta and the mods i subscribe too do not download so i tried to install them manually in the mods folder etc and they still do not show up when the game starts. My game was not downloaded via steam it is external. Ah, unfortunately for you, steam doesn't fully support external copies of games.
But even you putting them in manually. But still, there still is probably some back end Steam thing just get launchers to point to the right mod files / list them. But recently, whenever subscribe to a mod on the steam workshop, it downloads on steam but doesn't appear in my mods folder or on the client. Opening and closing the game doesn't fix this. The only I can get mods to work is by manually downloading and installing them. Does anybody know how to fix this?
